Old Business

  • LAN update (Webber)
    • Horizon 2040 is major plan update to 2020, there is a focus on in-filling vs annexation
    • SHNA asked about development process — issue is that neighborhood associations are not notified directly, only property owners within 200ft of proposed development.  Currently there is no legal requirement to notify associations.  SHNA supports notification of proposed developments to the NA beyond just the 200ft landowner.
    • Major Boley was looking at expenses, concerned that police are paying foot patrol out of parking funds  – he didn’t think that was smart, commission has ceased that practice.
    • Next LAN meeting will be regarding changes to street calming and complete streets policy.  “Neighborhood safety management program” will succeed street calming policy, and is a more holistic program.
    • New Short Term Rental policy will be detailed in the next SHNA member newsletter.
  • School pickup traffic on Crestline Dr update (Webber)
    • Gary Webber has met with principal and he reported they are using the SRO to the best of their ability, acknowledged that intermittent traffic issues still exist.
    • There is now a city web page that enables the citizens to report traffic issues.  So far they have received > 100 reports  — there will be an article in the newsletter regarding this.
  • Centennial Park Fall clean up (Webber)
    • Gary Webber reports based on latest low turnout of Centennial Park cleanup SHNA will delay decision to adopt the park, there were not enough people present to proceed
    • SHNA Annual Meeting will address CP park cleanup
  • Applause Awards have been awarded and will be a in the next newsletter
  • Web Site (www.sunsethillsna.org) is stable and being updated

  • Westar Outage Survey (Pees)
    • Jeanne Pees reports frequent unannounced Westar electric outages in the last several months.  Marlene agreed, others had no outages.  EC discussed a possible action, but at this time deferred back to Jeanne to draft a survey questionnaire for possible send out to SHNA membership.
  • Newsletter Features
    • Jeanne Pees to consider writing a ‘featured business’ article for a future newsletter
    • Gary Webber to continue the feature series on neighborhood churches
  • Proposed Changes to Ludlum Park (Corner of 9th and South Schwarz Rd)
    • The city department of parks and recreation have been asked to reduce their budget and have identified Ludlum as under-utilized.  They have also identified the swing set in this park as a potential liability issue, and will need additional funds to make compliant – there is concern that this park is underused and that those funds are not justified.  The SHNA EC discussed ideas to suggest to the city dept for enhanced use of Ludlum Park:
      • Oregon Trail Historical Marker
      • Outdoor Exercise Equipment
      • Community Solar Greenhouse

New agenda items from participants – none
