In attendance: Jeanne Pees (President), Carolyn Crawford (Vice President), Shannon Spradling, Mark Hoppe, Marlene Merrill, Gary Webber, Janis Hutchison (Treasurer), Clint Idol (Secretary)

There was a vote by email (proposed on Feb 29, 2016) in favor of a crossing guard at 6th and Schwarz. The vote was unanimous. A letter with this information was presented to David Woosly, Traffic Engineer, City of Lawrence – Adult school crossing guard supported.

Mark Hoppe: Could KDOT funds be used for this due to the crossing being on a highway
Gary Webber: The City should complete a study of the intersection regarding pedestrian demand.

Treasury Report: 98 Members. $855.15 balance

Old Business

JP: Rental Registration Ordinance program has lists of rentals (with landlord info). Do we read the plans at the annual meeting and invite public comment? – Yes.
Formation of a committee to locate the addresses and disperse rental letters is discussed. The letter is a reference to relevant city code and an SHNA resource that has not been distributed.

GW- hair threading researched due to past rumors of and misinformation. While there is some negative sentiment circulating, hair threading is a harmless service.
9th and Rockledge improvements: Request was made to the city following meetings with Chuck Soules and David Woosely. Traffic on Rockledge is abundant and curbs insufficient – busses witnessed driving over the pedestrian ramps. Public Works (Chuck Soules) responds that the topic is not a part of Safe Routes to Schoold and that there are many missing sidewalks in other areas suggesting that other areas in the city are in more need.

SS: We should wait until sunset hill begins to complete traffic studies related to this.
Jeanne will be watching for the city’s attention to the budget and has asked that the issue be considered for the 2017 budget.

JP: Speedhumps have also been discussed for along Rockledge at Centennial Park.

GW: In the future we need to ask the city to study our problem area to record some data.

A street maintenance survey is completed by the City every other year: Chuck Soules told us last year that Sunset Hill neighborhood would get fixed this year and there are many plans to make street repairs in the neighborhood. Curbs are being replaced along Westdale Rd north of Crestline without mill and overlay. Why there and not along Rockledge?
Pedestrian Bicycle Task Force Report final report is available. Please write letters to your commissioners before the report is presented in April or May.

GW: the committee should write a letter in support of the report.
New Business
The Annual Membership Meeting date is set for the third Monday in April, the 18th. West Middle School Auditorium as venue? Unity Church – $100 Rental?

CC: we should choose a school because it is more neutral.

Executive Members Needed-
The Committee discussed the election of a new executive committee and would need to bring on three or four more people. Jeanne, Carolyn, Janis and Mark should all be off the board because they have renewed their terms due to low numbers in the past.
If four new people came on, we could get back on the term schedule. 3 for a 3 year term and 1 for a one year term. Several of the longest serving officers are not planning to serve. The committee will develop a slate of possible candidates and vote on them.

Executive Committee members will call SHNA members to invite them to participate
A total of 5 new executive members are needed.

K10 Crossing-
Lawrence Association of Neighborhoods is suing the city for disallowing the shopping center at K10 crossing. Jeanne abstained from a vote to write a letter of support on behalf of SHNA.

Changes to the Bylaws- The Committee reviews all bylaws and some are given new consideration:
Sunset Hill Neighborhood Association was named after the neighborhood development. “Sunset Hill” should always appear and be referred to in the singular for consistency.

Do we need to have associate membership? All agree that we do not.
General membership meeting should be held in the spring. Shall we keep this the way it is? Should another meeting be added? All agree that we only need the one at present and that it should be held after April 15 due to tax stresses.

A slate of nominees should be provided in written notice before the annual membership meeting. Special meetings may be called? All agree yes
Should the agenda be provided in writing prior to the annual meeting by email or phone at least 3 days before the meeting? All agree.

Membership and Committee meetings can be conducted informally? Group decides to pursue a copy of Robert’s Rules to review.
Each member whose dues have been paid is entitled to one vote per household.

Without a quorum there can be no meeting.
There must be an executive meeting immediately after the annual membership meeting
(everyone needs a copy of the bylaws).

Secretary shall provide notice of all meetings of the executive committee.
We need to get a slate of nominees dispersed to members
Any motion adopted via email should be recorded in the minutes of the next executive meeting.

Should we donate a tree or potted plant to sunset hill elementary upon opening? Yes. $50-75 projected cost.
CC: Who should have the land zoning maps for SHNA that held by Carolyn. The maps could be held by the President. Orchards Golf Course land may be developed in the future. No one on the committee is currently in charge of land use issues at present.

Joan Stone and Lisa Spencer will continue with applause awards
We are discontinuing gift coupons from SH merchants because reportedly no one used them.

Flower planting 8-12pm on Thursday May 19. Should we provide Munchers donuts? Yes.

Should the city expand the agriculture codes? There is a need to inform others. Shannon has contacted Chad Lawhorn.

Suggestions for speakers for the Annual Membership Meeting: Invite LAN as a guest speaker. Charles Branson could speak on scams, Sunset Elementary School could present on changes.

Carolyns car was almost repossessed by accident. Does one call the Police in this instance? Yes. Meeting adjourned at 8:49pm
